Wave 21 Implementation of E-Invoicing in Saudi Arabia

ZATCA on 28th February 2025, announced the 21st wave of taxpayers for implementing integration (phase 2) of e-invoicing, which now includes taxpayers whose taxable revenues exceeded SAR 1.25 Million during the years 2022, 2023 or 2024.

Taxpayers meeting the above criteria must integrate the e-invoicing solutions with the FATOORA platform latest by 30 November 2025. 

The covered taxpayers in the 21st wave will be required to integrate their e-invoice generation solution (EGS) with the ZATCA’s Fatoorah platform and generate additional fields in their database and on tax invoices required for integration and compliance. Tax invoices must be generated in XML format or a PDF/A-3 (with embedded XML).
